History of the EPA and what the organization does
54EPA (Environmental Protection Agency), sometimes called USEPA came into being in 1970. It was proposed by the then President Nixon to regulate chemicals and protect human health. They do this by protecting the natural environment (air, water and land).
There are 13 Offices within the Agency and 10 Regions.
Offices with the Agency are ~ Administration and Resources, Enforcement and Compliance, Invironmental Information, Environmental Justice, Cheif Financial Officer, General Counsel, International Affairs, Prevention Pesticides and Tozic Substances, Research and Development, Water, Solid Waste and Emergency Response, Air and Radiation, Inspector General
Each region is responsiable for anywhere from 4 to 8 states. Included are the US territories of Purto Rico, Virgin Islands, Guam and Amercian Samoa. Each regional office also implements programs on Indian Tribal lands, except those programs delegated to Tribal authorities
Before the EPA, there was no 1 Agency to regulate pollutants that harm human and animal life and/or degrade the environment. The EPA now is resposible for repairing damage already done and preventing more. The agency also works with industries and all levels of government in a wide variety of voluntary pollution prevention programs and energy conservation efforts.

This question could not be answered any better. Regarding vehicle pollution the EPA works in conjunction with CARB (California Air Resources Board) and are constantly monitoring any global technological advances, including their own research and updating the legal requirements accordingly. That is why vehicles of 10 years ago had slightly more emissions particles' tolerance when compared to a brand new vehicle being manufactured now.
One particular interesting but "hidden" subject, mainly because of the big capital revenues which will be affected is using a supplemental additive to fuel, effective on both gasoline or diesel engines. This is none other than hydrogen created from water! This is a topic I'm already working hard on at the moment to get published online. This not only reduces air pollution drastically, but even fuel economy is improved immensely.
